Abu Dhabi:ADNOC has announced a significant transformation in its procurement, supplier registration, and In-Country Value (ICV) frameworks, revealing over AED60 billion in local manufacturing opportunities through 2030. This move is aimed at boosting industrial investment, creating skilled jobs, and strengthening supply chains within the UAE.
According to Wam, the announcement was made at the second Make it with ADNOC Forum, held ahead of ADIPEC at Emirates Palace in Abu Dhabi. The new measures will provide manufacturers, suppliers, and investors greater insight into future demand and offer a streamlined path to compete for ADNOC's business.
The initiative includes plans to locally manufacture over 200 essential products and critical spare parts, along with expanded support for industrial investment, simplified qualification requirements, and long-term commercial partnerships. Dr. Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology and ADNOC's Managing Director and Group CEO, emphasized that ADNOC's growth presents a powerful opportunity to enhance the UAE's industrial capacity.
Omar Abdulla Alnuaimi, ADNOC Group Chief of Commercial and In-Country Value, highlighted that ADNOC's ICV program has converted demand into value for the UAE over the past eight years, enabling the local manufacturing of previously imported products and strengthening the capabilities of suppliers and industrial partners. The new chapter aims to make the process clearer, simpler, and more competitive, rewarding companies that invest, localize, and deliver measurable value in the UAE.
Furthermore, ADNOC's collaboration with the Ministry of Industry and Advanced Technology (MoIAT) and the Abu Dhabi Investment Office (ADIO) aims to connect local manufacturing opportunities with national industrial support and financing. This approach is designed to help manufacturers translate identified demand into viable industrial investments.
ADNOC also signed two Memorandum of Understanding (MoUs) with ADIO and KEZAD Group, and expanded its Local+ program to more than 100 UAE manufacturers. The Local+ program gives priority to UAE-made products in ADNOC's projects.
Additionally, a comprehensive redesign of supplier registration and prequalification processes was announced, aiming to reduce the time needed for completion by up to 80%. The new model focuses on reducing documentation and eliminating prequalification requirements for a majority of service categories, supported by artificial intelligence for document verification.
ADNOC's enhanced ICV model will integrate commercial and ICV offers into a single evaluation model, encouraging suppliers to submit competitive offers. This model also improves the administration of ICV-related retention payments and reflects ADNOC's evolution into a broader platform for industrial development and supplier competitiveness.
The Forum also celebrated eight years of ADNOC's ICV program with the launch of the ADNOC ICV Excellence Awards, recognizing companies and individuals for their contributions to national value creation. Since its inception, the ICV program has redirected more than AED307 billion into the UAE economy and supported the localization of over 130 products, contributing to the development of UAE factories and employment opportunities for Emiratis.
