Geneva: Dr. Omar Abdulrahman Al Nuaimi, Secretary-General of the Federal National Council (FNC), led a panel discussion focusing on the role of parliaments in equipping members with reliable information to support evidence-based decision-making. This session took place during the meeting of the Association of Secretaries General of Parliaments (ASGP), an event organized alongside the 151st Inter-Parliamentary Union (IPU) General Assembly in Geneva, Switzerland. The discussion was attended by Afra Rashid Al Basti, Deputy Secretary-General of Parliamentary Communication at the FNC.
According to Emirates News Agency, Dr. Al Nuaimi emphasized that the global parliamentary landscape is undergoing significant changes in both the performance of individual members and the priorities of legislative institutions. These changes are driven by rapid developments affecting all sectors. He pointed out that parliamentary discussions are increasingly based on data, scientific analysis, and comprehensive research, which form the foundation of oversight, legislative, and political decision-making.
Dr. Al Nuaimi stressed the importance of accurate and current information as the key driver of effective decision-making. This ensures that public policies are aligned with the economic and social realities of societies. He noted that parliamentary secretariats have transitioned from providing mere administrative support to becoming knowledge-based institutions. These institutions are now equipped with systems for research, analysis, statistics, and documentation, aimed at enhancing the legislative and oversight performance of parliaments.
He further explained that these knowledge and research systems function through integrated mechanisms. These involve gathering information from official sources, verifying its accuracy and credibility, and analyzing it using rigorous scientific methodologies based on international best practices. The outcomes are then delivered to members in the form of reports, summaries, and research papers. This supports evidence-based decision-making that aligns with governmental strategies and plans, while also contributing to informed participation in international parliamentary forums.
