Dubai: The World Governments Summit Organization (WGS) has launched a new report titled 'Urban Security: Enabling Cities of the Future' in partnership with management consulting firm, Arthur D. Little (ADL).
According to Emirates News Agency, the report is based on a comprehensive study by ADL and provides actionable insights to assist government, civil society, and the private sector in managing urban design and security landscapes as they develop future cities. The report arrives amid rapid global urban transformation, with cities worldwide undergoing changes in infrastructure, technology, and socio-economic frameworks to enhance functionality and sustainability. However, achieving these benefits requires ensuring city safety and security.
The report delves into the connection between security and development through five sections: prioritizing urban security nationally, understanding urbanization's impact on crime, forecasting crime in evolving areas, case studies from Delhi, Singapore, and Buenos Aires, and recommendations for future urban security.
Arthur D. Little's research revealed a correlation between economic development and societal factors like GDP per capita and UN Human Development Index (HDI) performance. The study also identified a relationship between HDI scores and crime rates, indicating that higher HDI levels are linked to reduced crime.
The findings underscore several considerations about economic development and urban security affecting countries globally. Economic development is driven by people seeking productive, safe urban environments. Well-designed cities promote productivity and prosperity, enhancing livability and sustainability. Addressing public safety is crucial for improving livability, attracting tourism and investment, and fostering business localization and foreign direct investment (FDI). A symbiotic relationship exists between national security, economic growth, and public safety, where improvements in one area bolster the others. Successful transformation requires a holistic approach balancing growth, urbanization, and future infrastructure needs.
The report emphasizes coordinated efforts across government levels for successful urban security transformation, especially in light of emerging megatrends like AI, blockchain, and cybersecurity reshaping societal structures.
Reem Baggash, Deputy Director of the World Governments Summit Organization for Strategy, Content, and Communications, highlighted the importance of modernizing security to enable safer cities. She stated that security is crucial for economic stability, social cohesion, quality of life, and attracting investment and talent.
Alexander Buirski, Transformation Practice leader at Arthur D. Little Middle East and India, outlined steps cities can take towards successful urban transformation. He noted the need for collaboration and information sharing, balancing government reforms, city-level initiatives, modern policing, and upholding national security standards. Buirski emphasized the importance of considering human development and urbanization impacts on future safety requirements to maximize economic growth and social cohesion potential.
